Will I need the rear plastic molded bumper to race this year?

The bumper rule has been postponed for this year, so you should be good to go with the new pipe and rear wheels/tires.

New wheels? I know about the YKC replacing the YHC the wheels I thought where the same.

The only diierents now will be the size . Because its a pipe you will run the larger tires. 7' rears.
